I looks as if it is laminated plywood. You cut a design in about 20 pieces of 3/4" birch plywood. Sand the edges; glue and clamp all the pieces together, either one by one or all at once. Trim any over hang; sand again; fill any defects; sand once more; seal and poly two coats or just prime and paint. Some one with some skills could make this piece in a solid day of labor.
